Default What would cause my car to run lean and how do I diagnose it?

I installed a set of used kooks race headers and catted y-pipe on my 2000 Firehawk, about two weeks ago. I then had it tuned 2 days later, now my car isn't making any power. I had it on the dyno and it only put down 268Hp, and the car is very lean up top. The air/fuel went from 14.5 at 2800 rpm to 15.5 at 5800 rpm ( taken from the tail pipe). I spoke with my tuner and he reviewed my tune and said that my air/fuel ratios where at 12.5 at WOT (taken from the bung in the headers). Is there a chance I have a clogged cat? Or does anyone else have any ideas?
