Default 2001 computer in a 99 car. Having problems with the voltage

Ok see if someone can help me. Built a 99 camaro I used a 2001 computer and harness in the car. The problem Im having is its losing voltage.
its starts at only 12 volts I drove the car 20mils the voltage droped to 9volts and stayed there and drove fine but had slow turn signals that stayed on.

I put a new battery and 2 new altanators and a new excitor wire plug. so and it did the same thing. So basically its not charging the battery
on hp tuners it doesnt show up any codes.

the 2001 wiring harness I bougt has the one wire and then had 2 other wires connected to it but had caps on them.
question does the 01 just use one wire and which color of wire should it be coming off the harness.
thanks for any help

Could be something about the exciter wire. Check that
there's no harness difference (suspect not, but maybe
a pushed-out pin or something, even a bad PCM exciter
output?).
