Default EGR/AIR disable questions...

Here in WI, we just have the plug and play emmissions test. No visual inspection. I presume that they can detect a "non-enabled" function in the computer. So instead of just disabling the EGR, can I adjust the enable mph to like 202mph and the disable to like 200mph? they are speeds I will never reach, but at the same time, the computer is still waiting for those parameters to turn the egr on.

Same thing with the air pump disable. It is based off of the coolant temp. Is it that when the coolant reaches 14* it stops running and anything over that amount it is disabled? Or does the value of 14* mean that at that temp and higher it is on? I'm gonna assume that the first part is how it works, and so to disable the air pump and not get an SES light, can I just put a value of -50*?
