Yes it can.

A good tell tale of this is starting your car after it has been sitting for a day. If the car runs fine for the first minute or so, then all of sudden starts running like garbage, it is most likley a bad O2 sensor.

If the car appears to be running okay, just rich with a misfire code, then everything may be okay.

Headers (especially LT's) goof up the O2 readings and will cause the car to run rich.

The lope of the cam goofs up misfire detection of the PCM (makes the reluctor wheel speed inconsistant at low RPM) and sets off the misfire detection. Both of these problems are fixed through tuning.

This is all assuming that the car runs fine though.

If it is just your new mods, you should be able to get on the gas and the car should run fine when around 2500 rpm. If the car is still breaking up and misfiring at this high of an RPM, then you have other problems.

You can invert the screw on the stop on your throttle blade stop and use that to adjust how far open the plate will open up. This will increase you idle.
