Default Speed cut?

Running an LM7 and 4L60e with an Fbody harness and ECU. Previous owner told me it's been tuned by Vengeance, but I have no way of knowing. It has a VATS box, so it may or may not be. The car won't go past 95mph at the track. According to the fbody.org gear calculator, 95mph puts me at about 4850 rpms. I don't have a tach to confirm, but that seems extremely low for a rev limiter.

The setup for reference:

lm7
4l60e
3.46 gear
185/60/14 tires

Is there a speed cut that wasn't removed? Any ideas? It's a dog with no stall, so I was counting on a trap to get an idea of power, but it sat at 95mph for a full second or so before crossing the finish.

Have someone with a tuning tool look at the tune files. Should be easy to see what is actually set for WFO...
[I use EFILIVE to do this.]

5500rpm engine speed govenor
Vengence tune seems unlikely.
