Default 2000 SS very lean on cold start and warm start

I have a 2000 SS and it is very lean on cold start and warm start. The car has a 408 and the normal supporting mods and has a large cam 255/265. The car has a SD tune done by ECS for the previous owner. When the car is cold started the idle is low and very lean. If you open the throttle any at all the car will stall. Once it get warmed up it gets better and runs ok and idles around 14.5-15. The car shows the same symptons on a warm start. If I drive the car to the store and leave it for 5-10 minutes the car fires right up and is lean at idle will stall if any throttle is applied. If I let it idle for about 30-45 seconds it will be fine. Is this a tune issue or is there something else? I am leaning towards it being a tune issue but I really wouldn't expect there to be this sort of problem with a ECS tune. Thanks for the advice.
