Is this a tune problem or am I fighting the converter

Is this a tune problem or am I fighting the converter On my car. 6.0 truck motor, 400, 2800 converter (on motor) and big cam. Hen I come up around 2800 it Boggs, breaks up, pops out of the exhaust etc bit who get past 2800 it pulls hard

Also. Ive logged it numerous times. No weird spikes in data, lean, rich, timing, etc. seems like its not as bad if I flat stab it but pretty bad when I leave off the brake
