IGN ADV readings on diagnostic scanner

IGN ADV readings on diagnostic scanner
When I see IGN ADV on my diagnostic scanner, is the amount I see - on top of base timing or including base timing?
My scanner displays the amount in degrees. So no issues there.
In an attempt to learn more in using my scanner I have been using it on my DD '00 2.2 S10 just to watch data.
So here are some notes.
Scanner plugged in but engine not running scanner shows 3 degrees. Is this the base timing in the ecm? I cannot find a base timing spec anywhere.
Start the truck up and it now shows 12.5 degrees.
Cruising down the road steady state 2000 rpm in 4th gear - holding gas pedal steady to maintain speed on flat level road I see 36 degrees.
WOT I see 22.5 degrees.
But not knowing any base timing spec are all these amounts in addition to any base timing? Or is my base timing 3 degrees and then add all these amounts to that?

Total, including various advance and retard adders,
adaptive this-and-that on top of the main table. There
is no "base timing", it's all bits interpolated from sensor
data (some of it heavily massaged in its own right).
