P0420 & P0455 codes disabled, still pass emissions?
If the P0420 and P0455 codes are set to "NO ERROR REPORTED" via HPTuners, will the vehicle still PASS/COMPLETE the I/M "READINESS" tests, and therefore also PASS the actual Emissions test?

YES!
I'm also in MD and recently passed emissions with flying colors. NO cats, NO rear O2's, NO emissions equipment what so ever. And it's not like my car sounds even remotely stock...
As long as you have "no error reported" selected, you're good to go.

Awesome. Thanks for the reply.
I knew the P0420 would be OK, since I have that disabled on my truck and have been through test twice with it. The P0455 was the one I was really unsure about.
This is on a company truck that has a lot of miles and runs great, but needs cats and an exhaust that the boss doesn't want to buy due to it being close to upgrade time. So, I figured I'd just buy a couple credits and "tune" his truck around the test.

I was wondering the same thing my 76 chevy truck now has a 4.8l and I want to delete the evap and down stream 02's but still have the visual. I was wondering how the readiness test would look to the referee as I go for my sticker.
