Default egr low voltage?

My car has been throwing a code now for a while. It says egr low voltage, i have the exact code wrote down at home, but i am at my girlfriends. But the shop i had it scanned at called a local dealer, and they said that it could be a vacum leak, or something to do with the valves. But i hadn't heard of the code and neither did the guy that scanned it. it has the stock tune and has 60,000 miles on it. Any thoughts?

The code that it is throwing is PO405a and it says EGR valve positioning sensor circuit low voltage, any thoughts on this??? After a warm start up, when it has been sitting for like an hour, it stuters and shakes till 3000 rpms then runs fine, util it goes back down until idle.
