High idle

High idle My 02 SS is idling high . Car idles around 1200rpm and When the car is running and I put it on neutral the RPMs will go up to 3000 rpm If I put it in gear and hold the clutch in they will go down to 2000 RPMs. I have changed the maf, tpi and the iac and still doing the same thing. Also my lights inside the car flash on and off if that has anything to do with the car idling high
