Default EBCM Question

Looking at buying a 01 2500 Silverado and the guy says the EBCM is unplugged and the fuse is removed.

Will the truck work fine without?

Common problem or not ?

Its not going to have ABS and legally, it shouldn't pass safetyinspection in most syates

I have a couple good control modules
one for 4x4 and the other 4x2 both tested
Its a common problem for them to short out.

check ebay they can be rebuilt
