"2 Step Power Chip"?? What is it really?

Default "2 Step Power Chip"?? What is it really?

I'm looking at a listing for a 2002 Trans Am (my 2000 was just totaled,) and this guy claims there is a 2 Step chip installed that's worth over $5,000... I texted him and asked about it and he pretty much just repeated himself. I searched Google and on here and can't find anything.

Does anyone have any idea what it might be? I'm attaching a picture of the sticker he has under the hood from buying the product I guess. The car isn't turboed so it wouldn't make sense that it's an ignition 2-step.

Looks like an MSD 8733 to me. It is not a "power chip" and he's overstating its cost by about $4800.
