PE vs. F/A

PE vs. F/A
Got another tuning question.
Both the PE vs. RPM and the open loop F/A tables should both work the same way, right? They both get multiplied by stoich, so long as none of the other PE tables are affecting PE...
Anyway, in PE it seems that most of the high RPM cells that Ill care about are 1.281. 14.7 / 1.281 gives an a:f of 11.5:1
Now in open loop F/A, the high rpm cells I care about are 1.13, which 14.7 / 1.13 gives me and a:f 13:1.
Why the difference? Should I leave the open look F/A where is is from the stock tune and only adjust PE? Since the computer actively seeks out which ever multiplier is fatter, dosnt the leans OL F/A table pretty much deactivate itself by being so lean?
