Question about Surging on Hot and Cold Starts

Question Question about Surging on Hot and Cold Starts

Ok I have nailed my Hot and Cold Starts pretty good with HP Tuners,But I get this Surging on both Warm and cold starts?The Surging goes away approx 140 Coolant temp Right when I hear this little noise of something shutting off or turning on?What is it?My tuner disabled my air pump,so Is it the IAC I am hearing?If so How can I fix the surging?

Does it do it with the A/C on or off worse?

It does clear up if I turn on the A/C,I did try that and it worked....
