Bad fuel pressure regulator?

Default Bad fuel pressure regulator?

I got a bunch of codes recently including a high fuel rail pressure code.

I replaced several sensors recently including the MAP, cam Sensor, oil pressure switch and knock sensor that was flooded with water.

I cleared all the codes with OBD2 software and the engine check light has stayed off for several weeks.

Yesterday, I took the car in for inspection and it failed emmissions miserably. HC - 1.36 (limit is .60)
CO - 13.35 (limit is 10.0)

Should I replace the pressure pressure moduale located on the fuel rail?

I will probably do another code test to see if any misfire or fuel pressure codes are being thrown.
