It depends. Sometimes you can increase the timing a bit, especially at idle. The most important thing to take care of is fixing your VE table. If your MAF table is wrong, you will need to get that fixed too. From what I have seen, cams are incredibly particular about fuel requirements. You can mask it with extra timing, but if your fuel is right, you should not need to.

i heard that if you get it tuned after getting a cam it will give you more horsepower would any of you know about how much it will bring up your hp i am planning on getting hot cam sometime before may what do you think i will get to the rear wheel if i get it tunned by the best

Depends on your application and tune. Do a search, there are a lot of graphs that show HP before and after tuning.

Most of the gain is from a/f tuning along with raised rev limiter.
