Default One more time - 98 to 99+ PCM

Trying to help a buddy out, did some searching but now I just need definitive answers.

If someone with a 98 car wants to swap to a 99 PCM what else would need to be done if they have a 99 harness and 99 PCM module. Is this a direct plug and play swap or are there still gauge issues and such? If so, what needs to be done in order to ensure complete proper operation? TIA

to make everything work like OEM you need the wiring harness, cluster, fuel tank and sender, and computer.

Can I ask a question of why?

98 to 99 is like almost like converting to an aftermarket ECM from my understanding ... it's not fun...
