Cell 22 during start up normal?

Cell 22 during start up normal? Ok, did a cold start logging the O2's (another post) and FTC was one BIT. My car was in cell 20 for maybe a minute, and then went to cell 17. My buddies, the car with issues, starts in cell 22 and pretty much stays (there with rare exception when it hits 8 or 12 on cruise), even after the temp gets up to 170'ish.
