you'll need to change quite a few things...
One of the first you'll need to do is a crank re-learn. Set your IFR table, then work out your idle, VE Table, MAF table, Spark table....
A little searching will get you some good info on how to do it

a 383 with a 224/224 cam? it will probubly idle and drive with a stock tune.....
really dude.......people "drive" around and are able to idle with 346s and a 224 on a stock tune........you shouldn't have to do much if anything with you extra CIs......
question:
why so small?

How do you tune a NA 383? The same way you tune any NA motor.
Once you have the correct cylinder volume size, and correct IFRs, go after the VE table which is a very popular topic on this forum right now.

the cam.......as I said a 224 is mild in 346 engines (I had it in my car for a long time....REALLY GOOD cam but still small).....
I understand your idea of not having money to blow but something to keep in mind is that if you go with the 224 now and plan on putting something big in later, there is a chance that you "big cam" might not clear (might have needed larger piston notches) where as if you fork over the $ for the cam now, you can have the pistons notched and be finished before you put the engine in..........when I did my engine, I hit even with the 7cc valve reliefes that came in the pistons and had to add a good 0.150".......
just something to think about though........
