Default timing table and actual timing are different

I'm a little confused, Is there something else that factors in the timing that I'm not aware of? I put my stock timing tables back in and went for a ride. Now I'm getting a max of about 23 deg at high rpm/wot. My low octane table says 19 and high octane says 28 deg. What do you guys think is going on?

Check Knock Learn Factor (interpolates between
HO table @ 1.000 and LO table at 0.000), and look
at the various other spark advance / retard PIDs
including burst knock, the ECT & IAT factors and so
on. If KLF is not 1.000 then you have a history of
knock retard that's being suppressed by spark
learning.

I can't find KLF anywhere. Is that something specific to hp tuners? I'm using efi-live/edit.

I went ahead and raised my timing up to 30.5 and now I'm getting 28deg. Seems like a bandaid but 28 is where I want to be.
