air/fuel ratio question?

air/fuel ratio question? Just had my car at the dyno to check A/F ratio. The tech said that at WOT in the upper RPMs it was at 13.8 which is too lean. He recommended that it be retuned back down to the low 13's. I know nothing about this so I wanted to know if this is a good recomendation before spending money to have it tuned again. Thanks.
