Default Throttle position sensor question...

Gettin some KR on my 98....yeah I know damn 98's.
I've noticed on my HPT scanner that my throttle position jumps from 0-1 while at idle.....why is it doing that?

My foot is completely off the gas peddle but it keeps on bouncing from 0-1 on the scanner???

Could this be causing some of my KR issues? If not, how would I get it to start reading correctly...or is this normal

is it 1% or 1 Volt?
Mine goes from 0 to 0.4%.
Check if it's mechanically OK, also if there is moisture in the sensor: mine had water inside and was showing higher values than 0%, also at WOT it was less than 100%.
I have a WI system and I think water was coming from it because it smelled like alcohol in the TPS.
This was messing the AFR at WOT and the shift points + pressure also.
KR coud be related to the TPS, but being a 98 it can be the KR sensors also.
