yes... but you need to run the car in forced open loop then (set closed loop enable temp really high) This has been asked alot here, so a search should yield more details on the tables you'll want to modify

no... that prevents it from entering closed loop
when you start your car... it's open loop... it stays such till it reaches a high enough temp
so if you set the closed loop enable temp high... then it will neer enter closed loop
so... it more so prevents it from entering closed loop... rather than forcing it into open loop
