Default Throttle Position is 16 with car NOT started?

I know its suppose to be at 0. How to I change it?

make sure throttle is closed, if it is then the TPS is probably bad

can't you just unplug the TPS, turn the ignition on for 5 seconds (but not start the car), and then plug the TPS back in?

This recalibrates the sensor so that whatever the throttle blade is at currently becomes 0% throttle.

yes you can, but it wont do any good if the TPS is bad or the throttle is not fully closed

You can usually only reset it from around 3% or less. If the tps voltage is too high the pcm won't reset it to 0%.

On a C5 (fly by wire) it is zeroed, relatively, at each start up - in relation to the accel pedal. It won't ever be true SAE TPS% = 0.

When I got the new throttle body...the blade was not closed all the way. I though that could be the problem with high idle, but when I took my stock one off, it was the same. The blade was open just a little bit. The guy I bought the TB from said it had new sensors.

They are all open a bit - C5 TBs. Your high Idle is due to either a poor porting job or the Idle and Start up airflow tables need to be reduced.

I can't tell from the pic.
I know from gojo and Nick Williams that the rim/lip at the blade-body interface is critical. If this has been removed then no amount of "Tuning" will correct the Idle airflow problems. Hopefully your porter was well versed in C5 TBs.
