Default injector pulse off on bank 2

Working on my buddy's car and noticed his inj. pulse on bank 2 is off compared to bank 1. We know something is wrong with the O2 on bank 2, but don't know how to fix it. It will read around 1100 mV and stay there. I'm sure this may attribute to the inj. pulse being off, but sometimes it will run fine, and sometimes it won't(so he tells me). Does anyone have ANY idea how to fix this problem? We have tried everything and still have not made any progress.

We did. We had this problem a while back and replaced the o2s. Same thing.

cleaned the injectors earlier, but still nothing. Instead of getting 02 extensions for his Lt's, he bought extra wire and extended the wires out. He cut the harness from the car and the 02 and wired them that way. we have consulted a wiring diagram to make sure we have the proper wires connected, and we do, but the 02 still reads at 1000mV. I'm baffled at this point.
