I got a VHP handheld tuner off a guy on e-bay and it ended up being VIN locked. The guy that sold it to me is playing dumb and said that he got it with some phones that he ordered and won't refund my money. Not a termendous amount of money lost, but it's basically a paperweight. Can I get it reprogrammed anywhere or is there anything I can do with it besides see how far I can throw it out into the street?
