Reason for idle not decaying?

Default Reason for idle not decaying?

Since I put in my cam (98 camaro), whenever I come to a slow to a stop(6speed) and put it in neutral, my rpms hang at 1500rpms and do not come down to normal idle until a complete stop. I've put some idle decay using Hp tuners, do I need more. Why does the computer do this? Someone told me when you make over 400rwhp it is necessary for it to do this, is this correct and why?

Nothing magic about 400rwhp

Take a look at your throttle follower and cracker settings.
