Default question about OBD2 fuse

Just wondering where this is located. I am having problems connecting to the car and it says to make sure I have power to the OBD, I checked this and I dont get anything but 1-2 mv which Im sure it is sopposed to get more. Just to make sure it wasnt something I was doing wrong I hooked it up to my truck and was able to scan it.
Any help would be great.

If the car runs then the fuses are probably ok.

DLC no power? Check your "CIG/ACCY" fuse.
