So it says that GM cars have 8. 49 dollar credits.Is that off of 649 or is that witht he credits already taken out???

It comes with 8 "credits" and each edditional credit costs the $49.xx until you get into high volume purchase for cheaper credits.

For the pruchase price, it is $649.xx
