Default 99-00 complete conversion need help w/ vats

just took motor and transmission wiring and computer out of wrecked 99 ls1 and put in 00 ls1 now it will only start for a sec then die.... think it's the vats how can I bypass it... also since I'm using the 00 key and the 99 pcm can I still bypass it manually?

Don't know much about VATS but I'm thinking if that was the problem the starter wouldn't turn over at all?

What kind of vehicle?

If a LS1 F-car, you should be able to run either pcm, without issue. Since the resistor key just makes the BCM send a enable signle to the pcm, so the pcm does not know what key you are using.

IF this is an a Y car, then the key must be correct, since they use a different vats system.

yes it is an F series car but the key for the 00 reads 12ohms and the 99 key reads 18ohms does this matter

This is for earlier cars, but the principle is the same if you want to try a differrent resistor - http://shbox.com/1/vats_bypass.jpg

If you are using the 00 key, use the 00 BCM.
