Default Passing emissions with Big Stuff 3.

My buddy is getting ready to install a Big Stuff 3 in this 2001 Camaro. He has a forged 346 with PP stage 3 heads, th400 trans, and a complete Hiflo-Turbo kit. He was wondering if theres a way to pass emissions with this setup? I know that the pcm has is always performing this test that keeps it "ready" for emissions, and if your bypassing all the factory sensors and connections then the pcm wouldn't be able to perform all these tests and be able to pass the OBD2 test, right?
thanks for any responses.

You would need to wire the BS3 as a piggy back to the stock pcm, so when they plug into your OBDII port they see the pcm. I know a shop that could make you a custom harness that plugs into the BS3 and the stock PCM, but it would probably cost about $1000. Maybe pm 'kp' for ideas, he did this piggyback recently.
