Default ECM OBD1 unit but with a OBD2 plugin?

Has anyone heard of such a thing? I have a guy here who I know and he says he is having this exact problem. A OBD1 code reader cannot plug into the ecm. But the OBD2 code reader plugs in and does nothing.

Is the car a '95? Believe they're OBDI with OBDII connectors.

I had a 95 Grand Prix that was like this; people sometimes referred to it as OBD1.5. To the best of my knowledge, it was modified OBDI firmware that was programmed on Flash memory like OBDII.

Only the dealerships could do anything with it.

great thanks guys. That's what I was after. Just wanted to make sure this wasn't something weird. Or a factory mess up.
