Default OBDII hookup has no power!!!

is there a special fuse for jsut this hookup, and if i were to get a dyno tune do they need to plug into that to tune it?

The fuse for the obd2 connector is the same one as the cigarrette lighter.

i replaced that and it still doesnt work, i looked under my hood at the fuse box and there is a fuse that is for PCM plug in, would that be the OBD-II?

The "CIG/ACCY" fuse inside the car powers the DLC port - is the lighter working? If it is, try probing the terminals with the meter.

If thats not it look at the back of the connector to see if any of the wires are pulled out.
