Default Startup Throttle - Where do I set this?

I'm trying to tune in the effect of giving the car just a HAIR of throttle before turning the engine over. That way it kind of cracks to life rather than just starting. Is this possible?

There are many start up tables to give you more "Flare" at startup. One table to adjust is the Spark Flare Control table, it reduces timing on start up so the RPM don't go too high.

In addition to base running airflow I see two others -
Friction Airflow and Starting Airflow (both are under the
Idle>Idle Airflow tab in HPTuners, I don't know what the
arrangement is for your tools). These add to IAC airflow
for purposes of cranking / starting.
