Default AIC valve not working?

So, got my heads ported, and 42lb injectors(same time), and ever since I have been throwing a code that ready "fuel system too rich bank 1". After replacing O2's, AIC, and taking it to the tuner multiple times, still will continue to throw this code. On a cold start the car will idle fine and then while letting it warm up the SES light will start blinking, then casually go away only to return when i let idle for a while. "(when the light blinks the idle will sound very different) This only happens at idle and the second I rev it up a little(1200 rpm or so) the light will immediately stop blinking,.
I put on the GM tech scanner and the air idle control valve read 0 count, it is my understanding that it's supposed to read around 30. MAF checked out fine and everything else seemed to be working just dandy. The car REEEAAAKS of fuel but tuner said it read WWAAAYYY lean on the wideband a/f. Maybe the tuner read it when the computer changed the idle to make up for the richness?? any one have any ideas? What would cause the AIC valve to not work? Is that why i might be running way lean/rich?

Thanks,
Jon

the blinking ses is misfire, when bad enough to damage the cats the light will flash.
what are the codes? p0172 and what else?
right banks fuel trims ok? -5 to +5 are good #s
spray around the intake w\carb cleaner while watching the trims to see if they come down. iac may be confused by the unmetered air.

maybe check to be sure the seal is on the IAC valve.
