Default ODBII on but not reading

I did a heads/cam swap on my 00 SS and when i went to turn the car on it would turn over but not start and the fuel pump would not turn on. i plugged in a code reader and it started right up. the biggest problem is that i cannot have the car tuned because when you plug into it it will not communicate with whatever is plugged into it. but it will communicate with the code reader. I believe that it is communicating with everything but the pcm. anyone have this problem?

Missing ground on the back of the passenger side head. There should be three ground wires connected back there. It's the passenger side on a 98 & may be different on an 00. Never the less, check the grounds.

you have this problem before? i put the grounds back on but maybe they werent in the right place. i wouldnt think it should matter where its mounted as long as it gets a ground.

Try checking the fuse for the cigarette lighter. Also powers the OBDII.

Yeah thats the thing. i have checked every fuse and they are all fine. i even put a bigger fuse in the cig. i had a friend of mine that works at the dealership here look at it and he was clueless and couldnt get his gm code reader to work on it. he traced wires for well over an hour and no luck.
