Default Mail Order Tune

Anybody familiar with mail order tunes......any recommendations as to who to have do it.....My brother in law just had his '94 LT4 hotcammed Vette w/bolt ons tuned by PCM4less and the tune seems mint so far (no tracks up here open to get new numbers). I just don't want to spend the money for a dyno tune. Just want my car to run with its new mods (LTs, ORY, Catback, Lid, and Yank torque converter). Also I need to pass emissions here in mass....any way to do this without the cats, do I need O2 sims, or can it just be tuned out, or do I need both? Any help would be greatly appreciated!

not for boltons cars they don't...

Your A4 will love that tune too... tuning has a much more noticeable impact on autos because of their crazy torque reduction at shifts and sloppy factory shifting.
