Default A/F question

Will higher elevation and lower octane effect the A/F? I just moved to Tucson were I believe its around 4500ft which is 3000ft higher from where I was in TX. I also can only get 91 here as where I was running 93 before. I have a wideband in the car am seeing as high as upper 13's on WOT runs....that is not cool, way to lean. Im running 42lbs with a walbro pumping a steay 60lbs of fuel press on WOT so there is no reason to be that lean. Guess I need a re tune.
