Does cutout effect A/F Ratio or tune?

Does cutout effect A/F Ratio or tune? I have a dyno tune on my car prior to installing an electric cutout in the I Pipe just before the axel, just wondering if this will have any effect on the A/F or tune????

i had a friend tune his car thru exhaust, then to see if he could get more numbers thru cutout. did fine with this. he opened the cutout at track. ran like a champ.
