Default OBD II port not working

OBD II inop??? Ive been told that if the port doesnt power up a code reader that there is a fuse blown. Can anyone tell me which one. I checked all the fuses in the engine bay and in the dash. Some of the fuses are not clear...you know the big blocky looking ones. Also, I have a mulitimeter but dont know which wires should and should not have power, and of the power wires, how much??

look for a cigarette ligher fuse, or power outlet fuse...

it wouldn't be one of the big block ones...

Check the CIG/ACCY fuse inside the car, even if it doesn look blown pull it out and check for continuity between the spades.

Its one of the fuses on the drivers side of the dash

im haveing the same problem i checked all the ones that i have but looks like im missing a couple lik 15a engine control. i just got hp tuner today and wanted to hook it up but my obd 2 inop

Im pretty sure I checked everything I was supposed to check. I still have no power to the OBD II port. Does anyone know were I can get the schematics of the OBDII port? I got the multimeter out but cant find in the chiltens manual, how many volts the wires that have power are supposed to have. This is kicking my ***

On the OBD2 port:

Pin 16: +12v
Pin 4: Ground
Pin 5: Ground
Pin 2: Data from PCM
