Default Tuning/Emissions in PA

I live in PA and we have an emissions test that hooks up to the computer of the car to decide pass/fail. If the o2 sensors of the car have been turned off in the computer during a tune, will the car pass emissions? I am asking because the car is completely built/blown. I just had high flow cats installed but the o2's are turned off in the computer and the person who tuned it is quite far away, I hate to have to take it back for him to turn them back on. Any help would be great.

yes it should pass. and your talking about the rear o2's right?
