Default converter locking on 1>2 shift. HELP!!!

when my car makes the 1>2 shift the TCC trys to lock, it goes into mode --3-- and TCC slip goes negative. TCC apply and release tables are set to 256 for second gear. What else should I be looking at? WTH is causing this?

I'm not familiar with HPT scan tool. If you can, log for TCC signal to apply. See if there's a command to apply in 1st or 2nd. There should not be one.
Dana at Performa-Built probably can help.
