Default For "research" purposes: setting OBD2 codes to "always ready" for inspection?

If you're in a state that only hooks up your car to the OBD2, and does nothing else(no sniffer, no actual visual), just the OBD2 scan, can using a tuner(hptuner, etc.) to set all the OBD2 codes to always show as ready lets you pass inspection?

Again, this is just for "research" purposes.
I will not use this information to break any state or federal laws.

If this is possible long tubes, !AIR, !EGR, and other goodies will be on their way in the future , but ofcourse only in my dreams since any of this would be illegal.
