Wont let me license a file?

Default Wont let me license a file?

I am trying to license a stock 98' Camaro file that I got from the repository but it won't let me. I've tried 3 different files with the same result. If I download a file for any other year or car it will let me license it. What gives?
FWIW, I have a 98' Vette pcm I'm trying to change to a Camaro tune.

it may not have a serial number in the file, depending on what format it stared life as.

That would be my guess.

yeah any 97-98 LS1 file read with our old serial interfaces didn't store the vcm id number nor the vin number as our old interfaces weren't able to do single vcm licenses so had no need for the vcm id number which is what single vcm licenses are locked to.

Bummer. I tried a 98' vette file and it will work but none of the Camaro ones will. So do I need to find someone with a stock tune that's been read out with a more recent version of HP Tuners?
