I've gone through the the sticky and printed some info I need, but no one directly answers the following:

Can you program the fob on a 2000-2002 TA so that the lights do NOT go up and down when you press either lock or unlock on the fob?

That really wasn't a programable option, that usually means that your headlight gears are starting to go out on a tooth or 2, or that your battery/battery connection is bad/loose.
