Problem with seatbelt star bolts

Default Problem with seatbelt star bolts

I've loosend the star bolt holding the seatbelt to the floor right next to the passenger seat where the door closes and the bolt spins pretty freely but it won't come out. I can't access any type of nut that may be spinning on the back side of the body. What could be going on? I may have to drill the head of the bolt off if it just spins. I'm thinking the "nut" on the body side was tack welded on and i might have broken the tack in the initital breaking loose of the bolt. Any ideas?

The threads are in the body. Try pulling on the bolt. You might have yet to break the bond of the rubber seal that holds it in place, yet it is unscrewed.
