Default hvac blower inoperational

replaced my blower relay today thinking that was the problem, it doesn't work at all and it's cold at night and hot during the day with one operating window with my ttops on. if it rains I'm screwed without defrost. the vacuum lines are working but no response when I turn on the fan. also my a.c. isn't running the compressor, is this a failsafe or is it probably the switch in the console?

btw this is obviously my 95 trans am for the stickers out there ;-)
