2000 ws6 air pump not getting (help)

2000 ws6 air pump not getting (help) electric to it so it doesnt mix the air with the gas and thus the car wont start only with a jump from my truck.. only a jump.. the error code says ecu problem..
so i know u guys are mostly experts.. could it be the computer not sending it to the air pump? a wire to the air pump or who knows?
background.. my turn signal bulb and emergency light bulb on my fin both got burned up like they had too much charge going to them.. now the air pump isnt getting any electric..

Your questions are very confusing. Your car will not start with a jump from your truck?
What is the code your PCM is giving you? How did you get this code?
Have you checked all your fuses?
Did you do any work that resulted in the engine not wanting to start?
How are your grounds? Battery condition? Security light on?
The A.I.R. system will not prevent the engine from starting-and has nothing to do with the fuel system.
