Broken air dam screw bolts removal

When i bought the car i didnt realized the screws for the air dam were broken off in the screw hols. How do i or can i remove them?

Center punch, reverse drill bit, drill and some penatrating lube.

If they break right and your crafty you could drive em backwards with a screwdriver or punch and then grab with Pliers, there shouldn't be any real tension on them

I think they are rusted in because i cant even unscrew them from the back with my fingers...
